How P1 registration works

Primary 1 places are given out in phases, one after another. Each phase is for a different group of children. If a phase has more children than places, there is a ballot.

In short: children with ties to the school come first; everyone else is sorted by citizenship and distance.

   Phase 1

   A brother or sister is already at the school

   Siblings of current pupils register first.

2. 2A

   Phase 2A

   Family ties to the school

   A parent or sibling studied there (or a parent is in its alumni association), a parent works there or sits on its advisory or management committee, or the child is in the MOE Kindergarten at the school.

3. 2B

   Phase 2B

   Parent volunteers and community links

   A parent volunteered at least 40 hours under the school's scheme, is endorsed by the church or clan linked to the school, or is endorsed as an active community leader. 20 places are kept for this phase.

4. 2C

   Phase 2C

   Everyone else

   Every child not registered yet — this is where most families apply. At least 40 places are kept for it (60 at schools with 180 or more P1 places, from the 2027 exercise). When there are more children than places, priority goes in this order:

   1. Citizen · within 1 km→
   2. Citizen · 1–2 km→
   3. Citizen · beyond 2 km→
   4. PR · within 1 km→
   5. PR · 1–2 km→
   6. PR · beyond 2 km

   Only the group where places run out goes to a ballot. Groups before it all get places; groups after it get none at that school.

5. 2CS

   Phase 2C Supplementary

   Still without a place

   Children who did not get a place in Phase 2C register again, at schools that still have places.

   Phase 3

   International students

   After all Singapore Citizens and Permanent Residents have been placed. Nueava does not cover this phase.
