About Phase 2C
What is Phase 2C in Singapore P1 registration?
Phase 2C is the open phase — open to all Singapore Citizens (SC) and Permanent Residents (PR) who did not qualify in earlier phases (2A1, 2A2, 2B). It typically has the fewest remaining vacancies and the largest pool of applicants, making it the most competitive phase for families without school ties.
What does "balloted" mean?
When a school receives more Phase 2C applications than vacancies, MOE runs a computerised ballot. Priority runs: SC within 1km → SC 1-2km → SC beyond 2km → PR within 1km → PR 1-2km → PR beyond 2km. Only the group at the margin goes to ballot. All higher-priority groups walk in automatically; all lower-priority groups are shut out entirely.
What is the subscription rate?
Subscription rate = Phase 2C applicants ÷ Phase 2C vacancies × 100. Below 100% means everyone was admitted without a ballot. Above 100% means balloting occurred. A rate of 160% means 160 applicants competed for 100 seats.
Distance and Priority
How does the distance band work?
MOE uses straight-line distance from your registered home address to the school gate. The three bands are: within 1km, 1–2km, and beyond 2km. Your address at the time of registration determines your band — not your current address if you move later.
What does SC<1, SC1-2, SC>2 mean?
These are "SC indicators" — they name the last priority group to receive seats in a given year. SC<1: very competitive — even SC families within 1km had to ballot. SC1-2: SC families within 1km walked in; those 1-2km away had to ballot. SC>2: SC families within 2km all walked in; those beyond 2km had to ballot. No indicator means everyone in Phase 2C got a place (undersubscribed).
What does a PR indicator mean?
A PR indicator (PR<1, PR1-2, PR>2) means all SC applicants were admitted and balloting only affected PR families. PR<1 is still competitive for PRs — even those living closest had to ballot for the remaining seats.
Does living within 1km guarantee my child gets in?
Not always. For the most popular schools (e.g. Ai Tong, Nanyang, Chongfu), SC families within 1km may still face a ballot because demand exceeds supply even in the closest band. Check the "ballot chance %" on each school's profile page — that reflects MOE's published figure for the actual group that balloted.

For the next year with 5+ years of data, projections usually land within ±10 percentage points of actual. For two or more years out, uncertainty grows. Treat projections as a directional signal, not a guarantee. We always show the confidence band alongside the estimate.

No. We are independent. All ballot figures are sourced from MOE's public P1 registration results and credited on every data page. We are not affiliated with the Ministry of Education or any school.
